If you have a character's .bin file open with a memory editor, you can quickly find holds by searching for "17 00 05 00 2A 00 01 00 45". The first two results are usually mid and high holds while the last result are low holds. (This varies a bit from character to character, though.)
The 17 from "17 00 05 00 2A 00 01 00 45" is hex for 23, which is when the hold's recovery begin. Increasing or lowering that number changes the number of active frames. I usually start out setting it to FF (255) to make sure I'm changing the right move.
Would be interested to know how you got the hold frames changed. Changing the frame data in my experience didn't actually commit the active frame change.

We're also playing a modded DOA3.1 with 18 active frames on holds, instead of the usual 22.
