One does not excuse the other. American games are too serious, violent and Hollywood wannabe, while Japanese games are too sexual, childish, silly and barely try to do anything nowdays.
But it's funny how it's ok to talk shit about one extreme to defend the other. You people always, ALWAYS bring up and complain about violent American games to defend exaggerated Japanese fanservice, without ever taking in consideration that they're fruits of different societies with different problems.
On one side you have Mortal Kombat's fatalities but on the other there is Marie Rose poledancing wearing only dental floss. That's not disgusting because...? Because I am shaming female beauty and being petiteophobic or some shit?

You know what? Mortal Kombat and COD are just games as much as any Japanese games. "It's just a game" can be applied to any game, not just Japanese games with sexual content.
