Yeah my Rig struggles with this game too as the Resolution goes up...
One of my 8 Cores firing at 100% while the other 7 hover a 30% usage... and its already overclocked.
Luckily I don't get any slow down.... until I play Mai... her cliffhanger really puts a strain on my one core.

Huh... no no no... I don't stream... that being said...
for Older Two Threaded games Pile driver can record just fine using software alone at a 25Mb/s Bitrate... however one time I forgot to switch OBS to hardware recording and it did have a small negative effect on some newer games... that being said... it wasn't immediately noticeable... took me a while to realise something was "Off".
