A lot of people who pick up Akira have no idea why they're following an attack with the next. Here is a library of his attacks and a list of which attacks you can follow with that cannot be stagger escaped. Each move has the frame data, and then the on hit/on block values. The on hit is set to the fastest stagger escape.
When you create your combos, make sure you choose a follow up attack that leaves you equal to or under the frame advantage you're left at from the previous move.
Another important element to remember is that you'll need to add 2 frames to every strike's execution frame.
