Most likely not, DLC is region locked so if the NA/EU version isn't getting characters for whatever reason you'll have to have the Japanese version to use them.

We better still get Ayane....

EDIT: checked estivalversus.com and it had a new update, we get all the characters except Ikki-Tousen due to licensing, and they revealed the cover art.

I've actually known it's release date for a while now, at least a week? But it's nice to have official confirmation.

Best part is we get 1.17 patch day one which includes all the extra missions, finishers, dressing room stuff and Suzune/Rin and Daidiuji for free.
