It is yeah, but when Mila attempts the OH (which the spear you mentioned) it puts her in a "crouching" state rather than a ground state, so it's suppose to trigger the down throw rather than the ground throw (majority of cases).
I thought Leons 2T was a regular throw and Mila's spear was an OH and it was clear cut..
@Goarmagon When Mila goes for the wake up OH it's suppose to commence Leon's 2T, not the ground throw. You can only get Hi-Counter properties is if they hold (which they can't when grounded) or from an OH (which commences Leon's 2T instead).
She tried the wake up OH and you punished her ass with a throw of your own.

Tried in the lab.

If I 2T I'd get the ground throw.
If I 2T while Mila goes for the rising ground OH, Leon's 2T commences.
