Fan service isn't just about pretty females, that's a common misconception.
Fan service by definition is anything gratuitous added to a medium of entertainment to please its fans, it can be anything from over the top explosions (Black, the PS2 game), gratuitous violence (MK, GTA e.t.c.), gratuitous sexual themes (DOA). DOA gets alot of flack for its fan service which simply isn't fair in my opinion, because fan service is a huge part of the gaming industry in general.
As far as MK goes I haven't played the newer versions so I don't know much about it myself, good to know DOA isn't the only game suffering from net code issues though lol.
None of the females in MK are as pretty but yes Millinas bandage costume is fan service. That's the extent of my MK knowledge I played online once fought Shang Tsung under the worst conditions. Never again....

It's just fan service. Mortal combat contains fan service by way of gratuitous over the top violence, yet I've never heard gamers complain or say they take it any less seriously because of that.
You're right, however ever when veiwed by people who don't play the game or have heard of it but know nothing about it. The physics do detract from gameplay. There is a reason why DOA is the butt of most jokes.
Sonic Fox starts things off on Repoman using Rachel basics, powerful forward throws, but when Repoman's Hayate begins reading SF, SF barely wins the first match and loses the next in a close set complete with taunts. After losing with his Rachel, SF switches to Christie and puts the pressure on for the win. Great matches overall.
