It's because the speed of the animation of the stomp is slow, it's funny it looks like her foot has actually got stuck to the ground, she needs a good frame advantage move on block.

You can fuzzy guard all options after pp, ppp gets blocked, ppt gets ducked, ppk get ducked and pp4p gets blocked.
so even then she has to delay them fully, which everything but ppp can be punished.
Just came out of a session of people complaining about Rachel, pointed out what you can do vs her and they seem to not be bothered by her much anymore.
