They want her to be a character that only good players can win with. But they can't make her hard to use because It's impossible to make DOA characters challenging to use based on how execution works in the game. So they made her worse hoping it would have the same effect.

That pretty much sums it up, it's short range, comes out slow and recovers slow when free cancelled. It will have to be combo'd into, there is no other way anyone is going to land that otherwise, anyone who played DOA4 Helena knows how useless that move was. That is unless it's faster now. Now...

I'm with this, some things are obviously wrong though. Her sit down stuns not guaranteeing anything is just faulty. They don't need to play test any more to figure that out.
