So many people use her because she's very unique: Huge tits, purple hair, red eyes, short skirts, and unique spinning fighting style. Her costumes are also all good choices.

She has a lot of good match ups. She does nice damage, can't be easily stepped, has highly evasive attacks, safe ranged poking attacks, and she has solid mix-ups. Not many characters have even half of that.
