DOA5LR PSN dlc PS4 ?

Hi guys, I just bought Last round on my PS4 and I can't get how the DLC DL work here. This is pretty different from Xboxlive.
For exemple, I would like to buy the nurse an police outfit for Kasumi, I see those in the list but can't buy them.
"the reason is you don't own (DLC name)"... How can I buy something i'm supposed to have so as to purchase it ? Where is the logic ?

Can someone be kind enough to help me navigate in the PSN DLCs for DOA5LR ?

You can only buy packs. Do so from the PSN store, not from the in-game client. The in-game client is for DLC transfer from PS3.

I think maybe you need to download the free catalog first.
