@Brute I acknowledge that not everyone is put into a situation where juggling is not an option, but you cannot deny the possibility that it can happen to anybody.
@Bomb I apologize for putting your name in the list. I saw you fight without using juggles with Akira once; I thought that was sufficient evidence.
@Kronin I'm glad to see you understand. That's another reason why I suggested the VF Cast get all of their tools.
@Legendary Gokuen I argued the necessity of all the Techniques because The Virtua Fighters they need them. Three of them aren't meant to juggle
I'm going to hit it on the head here, and would have to just agree with the majority of the responses.
If it was an ideal world for the Virtua Fighter characters,
...they would have the same gravity system as Virtua Fighter
...they would have the same damage potential
...exactly the same move sets
These are guest characters, remember that. It took years of play testing to tweak every character in a newer version of the game to make them more "complete". Of course you're not going to have the bottom line of every Virtua character exactly how you want them.
They're balanced out to be in the DOA world, not in the VF world.
I heard some people said that Sega should've made a bad decision
to follow Tekken and introduce a heavy juggle system to Final Showdown,
and for these people the Vanilla VF5 is a better game.

I don't really want to go around annoying all of those people you mentioned with such a trivial thing, but were I to do so, I'm fairly certain they would all say the same thing: that 15% does not exist.
I think that Hakkyoku-Ken want more tools not for a matter of effectiveness, rather for getting a more faithful version of the VF characters able to play as in their original series. Something similar to the DoA fans asking for the return of Christie's old stance, but not because she isn't a good character in DoA5.
The fact is that DOA is not VF, so if you plan to take a character from another fighting series for integrating it in another one, you have necessarily to make some adjustments for an adaptation to the different mechanics and balancement inside the original roster (and DOA guests in VF wouldn't be an exception): otherwise the only option is to leave out such guest characters.
I can whup the hell out of anybody without launching them once the entire match. And I'm not just talking about low level players. Do not test me on this.
VF characters have some of the most impressive juggles in this game. They are rewarded for incredible amounts of damage for the amount of guessing they have to do compared to most of the cast. And they can do all of this completely safely.
I don't understand what it is you're complaining about. VF characters shit on almost everyone in the cast, and you want more tools. How about no.
Its funny you say that Brute, because 15% of the FSD community have been situations where juggling was not an options. I wager my reputation that the event where juggling is not an option can always occur. The situation where none of those things you listed will work, is always present. It can happen.
1) You just challenged a BAYMAN player not to juggle.
2) You always can juggle. Always
3) The VFs actually have quite nice juggles
4) You can hit them into a wall
5) You can hit them off the cliff
6) You can throw them
7) You can hold them
8) You can poke them
9) You can put them into a SDS
10) You can do any number of unnecessary things you want if, in some implausibly hypothetical scenario, juggling were not an option.
VF characters also weren't meant to be in DOA. Well, they are. They're not suppose to play like they do in VF 'cause this isn't VF. Do you complain about Akira not having as many moves in DFC? I'm done.
