This is... BUSTED. lol I have no idea if it's busted for better or for worse though. But it looks cool! XD I'll give my evaluation after I find someone to play with.
Strikes will have similar effects on the opponent in both normal and counter hit so that you won't be caught off guard and drop your combo because your opponent didn't mash or crouched when they shouldn't have.
Because we can no longer throw and launch for massive damage, I wanted to increase the amount of Fatal Stun options per character. I want strikes to be the dominant damage-dealing method.
I think this will add a lot of depth. Everyone will be scared to make the first move while spacing, but Burst-Punish moves don't work on counter hit and are negative on block.
Never again will you be left at negative frames for hitting your opponent on normal hit when they whiff or neglect to block.
The flinch-stun idea was kinda TRASH after all :p Well, not entirely. I respect the thought behind it. The more I fail, the faster I'll succeed.
I think these two are just about complete. I made them as good as possible without being overpowered (hopefully).

Unique Character Changes
Hitomi
-3P+KK low sweep guard breaks (very cool now) :D
-P+K first hit stuns on normal hit.
-5PP6K mid kick stuns on normal hit.
-66PP no longer causes a wall hit.
-4H+K fatal stuns on normal hit.
-Fatal Stuns on Normal Hit:
6H+K, 4H+K, 236P.
-Must reach the end of the stun threshold for average launch height in critStun:
9K, 33P, & 7K.
-Launches on normal hit as if it was counter hit:
9K & 33P.
-Flinch stuns are gone. Just about everything deep stuns on normal hit and counter hit.

Nyotengu
-Back-turned 8K causes a better guard break :D (actually useful now)
-Sidestep Attack doesn’t deal damage. +6 advantage on hit. -4 on block.
-Launches on normal hit:
3P & H+K.
-Fatal stuns on normal hit:
7PP, 4P+K, 46P+K, & 66K
-8K causes a backward tumble in critical stun instead of an outright launch.
-Just about everything deep stuns on normal hit and counter hit (flinch stuns are gone).

Mistakes/Inconsistencies/Considerations
-Part of me wants every character to be the same weight class for CONSISTENCY.
-If the amount of fatal stun methods get crazy, I will return the high strike counter to the Break Hold if necessary.
-Looking for a better method to increase and decrease launch heights.
-Some of Hitomi’s normal hit launchers are not exactly as high as counter hit (close enough for now).
-Hitomi’s 33P doesn’t launch on counter hit. May fix it later.
-The second hit of Hitomi’s P+K should also stun on normal hit.
-Nyotengu’s critical stun launchers are pretty trash, but I think she’ll be fine.

Fixes
-Flinch Stuns no longer exist outside of the sidestep attack.
-Nyotengu’s 5PPP no longer launches if the opponent low holds in critical stun (for consistency).

Fighting System
15. Certain moves cause a fatal stun on normal hit (slow, negative on block, far-reaching moves to be used for spacing).

16. All launchers will launch on normal hit similar counter hit for consistency.
