They honestly wouldn't even have to do that. There's only so many actual throwing animations, they can break off of those instead of trying to make an animation for every single throw.

@Hazard right! That's what Soul Calibur does, it uses the same generic throw break animation bar a few exceptions. Tekken also does that with side throws as well where they all share the same throw break animation

How come other game devs can give you entirely brand new experiences for $60 but TN has to rehash the same exact game and assets over and over? Really frustrating.

Shimbori works within the budget he is given. He doesn't hate the idea of throw breaks, but he would want to do it in a way the team would be proud of and that costs more money than KT is willing to fund them. He'd rather put it towards something that will get the company a return, and justify a larger budget in the future, or a quality of life thing like the new netcode they are working on.
