True yeah, In a way I think it's perfectly normal on the other hand to donate to users that support in creating mods in general because it's just a general donation.
However, actually charging for mods such as individual sets and making a business out of it is a big nah.
A lot of modders use patreon to lock mods behind a paywall I mean A LOT there's one pretty well known DOA modder who charges like $200+ to make one mod. On the one hand I get it, modding isn't easy and some of the programs you need to actually make the mods are not free but it's also kinda not a good look to sell mods based on copyrighted content either.
