On singular moves, yes it's a bit stupid ( case and point Rachel's 7P on normal hit is throw punishable... it's stupid. ) but with moves that have follow ups, no. When a move has follow ups you're kinda forced to respect it regardless of the frames of the singular punch.
Rachel's 7P being negative isn't stupid. It allows you to launch without playing the stun game, and it's guaranteed in some set ups. Not a move that needs to be spam friendly move. You have 3PP and 4PP for that since those moves have some hold resistant properties, and being stunned by Rachel is really scary by itself.
