It's not so simple sadly, there is a really big difference to see a character scrapped and one substituted (with a much more popular one in addition).

We can be sure that Nyotengu is a character fated to remain in the series (just like all the new ones added in the Doa5 series), so a possible way to bring back Bankotsubo would be to make it different from Nyotengu in the moveset.

But how? TN can't simply remove the evolved moveset of a new character as Nyotengu, so the only thing would be to make of a Bankotsubo a character with a different moveset... but I think that this could satisfy only partially the fans of the character, a moveset is an integral part of his persona and people wanted the tengu-do of Banko back with him.

A more realistic scenario for Bankotsubo return is to make of it a pseudo clone of Nyotengu (hopefully not in his DoA4 or DoAD weakest shape), but this would make if it a clone, something that the fans don't want.

Then another possible solution would be so to make of it a different skin of Nyotengu as Eddy/Tiger in Tekken 3: two different characters (with intro/ending and voices) sharing anyway the same slot and exactly the same moveset. But again apparently Team NINJA seems to not wish to bring back characters that haven't more a role in the plot...

DoA6 will happen surely, but I can't say if Bankotsubo will return. The chances for it are really weak IMO, overall because we are talking of a not ordinary character (an inhuman one in a series where sexy ladies are the most popular). Another reason because I can see chances for it only if already in disc, but not sold as a DLC.
