Has anyone noticed DOA's DLC Distribution method is excessively Complicated ?

Well Getting a single Piece if DLC (in the worst of circumstances) requires 3 Things.
1) A Specific Update
2) The Catalog
3) and then the actual DLC itself.

I cannot find any catalog for the Ultimate Set ('all-in-one pack')
I have all the other catalogs installed though (those from Ultimate such as 'police', 'maids', etc.). What if it doesn't work ?
