I got my copy digitally, so it took a few more minutes to download the story. Costumes and hair get unlocked as you play the story, but if you want character specific hair just do shinobi heart missions to unlock that characters hair for all girls.

Yeah okay that's good cause I was wondering why I couldn't do it. I just gotnpast that part where they are all dancing!
