I don't think Tina has changed that much. One could say her character has become stagnant, even. Every time she always aim for something higher and higher. Now she is running for governor... It would be interesting if she lost and we would see her reaction to losing.

Story mode in general is embarrassing, even with a lot of good momments. Kasumi is absent for the entirety of it having no development whatsoever, ayane is just hayate's sidekick now, hayate is just a jobber like always, ryu barely does anything. Tina and Bass having their problems solved is one of the good parts, or eliot's training...
