This depends on your skill level, as well as your opponent's. I find lag helpful for my throws with slow characters. However, altering your question, the best characters in lag would be the mind game heavy characters, such as Zack and Mai. Using their many intensive pokes to bait you into a counter hold for a throw can be devastating.

@Legendary Goken True, however, in most cases (my experience though), usually the 1-bar fights that I have against people, they will be rubbing their face all over their stick, and won't take any of your pressure or throws, and that goes double if I go against a Kasumi or Christie. Guess I might be used to decent connections mostly, and I play too fairly even in lag.
