I think in throws outside of counter and hi counter and unsafe on block moves, if your opponent throws out a missed hold/Offensive hold or unsafe attack they shouldn't be able to escape their punishment because of their mistake. When tick throwing or just throwing on normal conditions like a 5T throw I see no harm in it

Yes. KOF14 has throw punishment on opponents that are at enough negative frames for the throw to be guaranteed (i.e. can't break throws during negative frames.)
