so true, Tekken is bare bones right in that department.

I agree on a better tutorial (for new players) but having frame data in Tekken seems too easy. just knowing what's safe and unsafe, and you're familiar with some of the characters. A lot of people get by without it in-game.

Not really. Even with DOA and all the frame data that's accessible there's still much to learn from that in of itself. Tekken's far from an easy game as some characters have inputs & combos that are such a drag to execute and defense in this is nothing in comparison to DOA. If anything Tekken needs frame data more than DOA as worst case scenario with DOA, you can at least hold certain moves.
