I don't do "back-forward" directions well, especially with the added "hold direction" element thrown in. Both of Guile's signature special moves use these in conjunction.
Oh yeah that.... I also struggled with that in KI.... so I decided to roll the motion (Half Circle Down) instead.... it helped alot. Unfortunately you can't really do that with Guile because of his Faultless Move. Apparently Capcom added it in exclusively just to make you screw up Charge Combos.

Probably. I've mostly been messing around with Juri, which is probably not the best idea, but neither was Hayabusa and I eventually made that work. Kinda.
Character movelists are usually designed to relate to the kind of people who play them. Grapplers are made for middle aged dudes who watch wrestling and have slower reflexes, millenial weeb characters are designed to be flashy with minimal effort because -redacted-
