No it doesn't. Graphics are all over the place and no one really seems to care much. Compare Uncharted 2 (2009) to Tekken 7 (2017).

Not really. Each game developer is doing their own thing. Some are dishing out graphical masterpieces for years already, others just don't. Has to do something to with the talent of developers and the effort, time and money they are able to invest.
