Is Ishtaros a greater fiend version of Rachel?

I don't know but all these years I was convinced Ishtaros is a fiend version of Rachel lol, IDK why but they look so similar! Can someone explain please

i noticed that awhile ago. to say incarnations wouldn't be right as Ishtaros and Nicchae were still very much alive at the time, but i believe Rachel and Alma were obviously meant to be transformed into them for some reason. its hard to tell why as Murai/Gamov and the Emperor/Greater Fiends seemed to have different goals. one was seeking ultimate power the other wanted fiends to rule again at least that's how i understood it. i dont think Murai gave two shits about Rachel
