Note: This frame data was something I found through trial and error as well as counting frames. It is therefore not 100% accurate, and likely faulty in a couple of places. One major flaw to my approach is that the training CPU does not respond with "combos" (strings) immediately, but seems to wait for about 1 frame before starting, making it very difficult to determine precise frame advantage/disadvantage. Finally, since I couldn't think of any way to easily test the amount of active frames on a move, I've included the active frames as part of the recovery frames.
