As you pointed out, that pack also featured the girls wearing aprons over underwear so it was two different packs in the Valentine's day theme.

What I meant was is that he usually gets some of the better costumes in the packs he's featured in...excluding maybe his Santa and fighter DLC from a few years back. The rest of his outfits are pretty solid.

Well, i would imagine that they can't go as far with fanservice for Sarah and Pai as they can go with their own IP.

and Naotora is just a new character, they won't put.. arhg.. ahem... "effort" into making her costume set as big as the other girls.

See how Momiji still has way less costumes than let's say, Marie Rose.
