Then again lei fang is portrayed as overconfident and impulsive, while jann Lee is more level headed and cool, so maybe despite being a better fighter her impulsive nature vs his cool and relaxed nature could be causing her to fail, idfk

Story skill and power is different from in-game balance though. Ryu is the most powerful character in the cast, yet he is not top tier.

that's always the case and it always bugs the crap out of me, but i know you cant design a game where in story power levels match in game power levels, or can you? DBZF claimed they were trying to do this and now we have a dbz game where adroid 16, the most jobber adroid, is one of the best characters in the game, and yamcha isn't garbage tier
