Yeah, she is a ninja, and not just any ninja, she is the only ninja that we know that learned from hayabusa himself.

Her role is that of a shrine maiden. However according to some bits of NG: Dragon Sword, Ryu felt the need to train her in case the village gets in trouble and to avoid what happened to Kureha (Momiji's older sister). If we had to come up with a fixed way of the label...I suppose "Shrine Maiden with keen training to Hayabusa style". (or whatever the case may be).

If someone were to ask Momiji what she truly wants to be, she'd tell you she rather be a high tier shrine maiden than a ninja. Since it's a mixed Kunoichi bag, seems more self defense (judging from her bio) rather than truly following the path of ninja compared to the others.

So you could say ninja, but if she herself labels as a shrine maiden (which she does) then that kinda does takes priority over ninja.

She also did some travels to learn other fighting styles, so even fighting she isn't using only ninja techniques. Also, wasn't Momiji that took the initiative into learning ninja techniques so she can be better at her duty as a shrinemaiden (keeping the hayabusa relics safe)?

Yes, because shrine maidens protect the relics in spiritual magic and other otherworldly techniques. Apparently this seemed to fail against the likes of Doku and the others, so better to train yourself physically than spiritually. However this didn't change her path as a shrine maiden which seems to be her #1 goal than anything apparently. I mean I could learn Muay Thai but still want to be a real estate agent.

She is a ninja (trained under Hayabusa, can't get any more ninja than that) in more towards high affiliation. She is not a ninja but also a ninja. Crazy right?

That’s what I thought, when I asked that guy why Momiji isn’t a ninja he didn’t brought up a good argument. He only brought up the Wikipedia page of Momiji.

The second sentence of her wikipedia page already says she is a ninja. That already destroys his point.

Honoka even has a underworld drop but yet she is not a true ninja. Momiji is in a similar category but it's the label of things. If she wants to be called a shrine maiden, then her hobby would be being a ninja.

Lol... It's VincentRayne, don't take anything he says seriously. Momiji is a ninja that also happens to be a shrine maiden. Not as hardcore as, say, Hayabusa or Ayane, but still a ninja regardless.
