dude have you played mvc:i? that game has command normals for days (ryu has more air normals than he knows what to do with), which i think is a weird decision for a chain combo game
it just means having more options to toy with, some of which are easy to figure out (ms marvel and nemesis), others not so much (looking at haggars command normals alot at first glance seem useless, hopefully i;ll be proven wrong down the line)

it's mvc style, you can't just dial in the whole thing, sip tea, come back and have the whole string performed, there is actually some timing involved, if you mash too fast you'll skip inputs and ruin the combo
