I was just gonna say that, but yeah none of those characters are charge characters. That said, there are characters that have moves you need to hold the input for in order to perform it
For example, gen fu 6k, if you just tap 6 and k, you get a forward advancing high kick, but if you hold 6 for like 30 frames and then press k, you get a mid kick that has a follow up high kick launcher.
LoL.... well if The Defintion of a Charge Character is Holding Down an Input then really.... they are Charge Characters.....
Granted the definition gets fuzzy in 3D games due to not having stuff like Specials and Supers but Jean Kujo is as close as we're gonna get as I see it.
You can't play Jean, Hitomi or Leon like charge characters because you can't buffer normal attacks during the charged attacks. You can do that with Hilde. Their charges feel more like delayed moves.
when ryu activates v trigger and does a fireball he can hold down the punch button to make the fireball do more dmg and gaurd crush, but you wouldn't call him a charge character
The -_- was because your response had nothing to do with the argument at hand. Jean has "chargeable" moves, but he doesn't play like a "charge character" in any way. Charge characters tend to have a specific playstyle based around holding down an input for a certain amount of time while still being able to input normal attacks during the charging time.

But it is a Charge Move.... now its just a matter of determining exactly how many moves of what type make a someone a Charge Character.
