Throw punishes are not guaranteed either since they can be broken by pressing throw in the opposite direction that the opponent used.
On the flipside, using real unsafe moves in those games (-14 or worse) will often get you a free launch for max damage, unlike DOA where you have to stun first to get respectable damage from a launcher.

Yes that's true, all throws and low throws can be escaped (only back turned throws are inescapable), but it's a 3 way guessing game, and there are 10 frame attacks in VF like Vane's DS 3P, Sarah's 44P, etc. 14 frame punishes don't usually yield too much damage and not every character has a 14 or 15 frame launch type of punish, the tools and damage distribution is completely unbalanced in Final Showdown. With the right ring positioning Jacky can pretty much take off all 220 points of your health bar by landing a single 6P+K CH, which is 17 frames, and safe on block, but were a bit off topic with this.
