Actually Jann does like Lei Fang (or at least notices her advances). This may be just the shitty English translation but in DOA 4 for Lei's story mode it was the closest they ever got in a relationship. This was the dialogue:
Lei (admiring the DOATEC Great Hall decor): "This place is pretty moody don't you think?"
Jann: "What? Where"
Lei: "See, this is what I'm talking about" ..."Oh well, this is the perfect place for me to take you down, wouldn't you say?"
(big explosion)
Jann: "what's wrong? What you said just now, was that a lie?"
Lei: "What...what do you mean?"
Here comes the romantic part (I guess?)
Jann: "What do you say, should we die here together?"
Lei: "I..I'm not going to die!"
