That tournament that I walked out on. They technically "banned" some characters because nobody could be assed to play the game long enough to unlock them, despite the tournament starting 25-30 minutes late.

There's hope that announced tournament mode will fix that issue with Pai and Alpha. For now you can't 100% expect every TO to have them unlocked.
