    no it doesnt specifically mean partner. they are organized by special relationship in the story. That also just happens to coincide in tag mode since they give characters with special relationships special moves in that mode, but its not an exclusive relationship. Kasumi has tag moves with Hayate, Hayabusa, Ayane, ein ect its not exclusive.

    I understand you perfectly Im just saying to you they are not organized by tag partner but by relationship. Eliot's "Main" (if you want to call it) tag partner is Gen Fu and yet hes "paired" with brad wong. notice tina is not "partnered" with bass this time. Its situational depending on the relevant relationship.
