I see. Indeed there are supposed to be 34 costumes for Mila with just the PSN version. #33 is the police outfit and 34 is the showstopper on my game. Only thing I can think of is that you might be missing a costume catalog. There are 3 for the PS4 so far that you can download and they are 2, 3...

The Showstoppers Encore costumes are already included with the main game and unlocked automatically if you buy the bundle (No need to download an unlock token file.) To check, go to Mila and all the way to her last costume. If you see the costume I linked then you already have the pack.
