Not sure why but for my copy of the game the voucher gave me the Angel bikinis for Kasumi and Hitomi and a Devil one for Ayane. Leifang didn't get anything :(

Have you already tried confirming what version of the game you have? US? Asian-English? Had a similar problem but only because it never occurred to me that my copy is actually the Asian version. Had to be logged in to an Asian PSN.
