The last number (24 example you added) is the recovery frames. When you perform an attack, the feedback after it leaves you in a recovery state for when you are able to commence anything afterwards. So the larger the number, the longer it takes afterwards for you to perform an action like guarding because you are still recovering from your move. The lower the number, the less time needed to make an action afterwards.
The number in parenthesis is the active frame (when the move actually lands).
