I'm pretty sure she was meant to be playable at one point in DOA4. I remember seeing a picture of an almost-finished character select that had one extra [?], completely filling out the bottom row. Either way there's no reason for her NOT to be playable; she's a character in the game that fights. The more, the merrier!
