True yeah, In a way I think it's perfectly normal on the other hand to donate to users that support in creating mods in general because it's just a general donation.
However, actually charging for mods such as individual sets and making a business out of it is a big nah.

A lot of modders use patreon to lock mods behind a paywall I mean A LOT there's one pretty well known DOA modder who charges like $200+ to make one mod. On the one hand I get it, modding isn't easy and some of the programs you need to actually make the mods are not free but it's also kinda not a good look to sell mods based on copyrighted content either.
Makes sense. So Capcom's overreaction and users being idiots are to blame here. The latter specifically because they ought to know better than to sell... mods. Especially it is *not* that hard to do by yourself anyway. Alas...
