TN did say if enough people wanted Tengu they said "we'll see what we can do about bringing him back".

Just remember the circumstances. A loli will attract a ton more Japanese players at arcades than Tengu. It sucks but it's true. That doesn't mean though that they'll never add him again and the fact that they even said that means there will always be a possibility.
