Basically. 9 frames of advantage is a golden ticket to use most anything you want. It's really a 50/50 if you want to simplify it to that extent. You either go for the throw, or for a mid ( a tracking mid in the case of Bayman and Christie).
Or, forgetting that, you can do whatever you think works best. Just remember who you're facing and what they can evade.
Because at neutral, you run the risk of being beat out by faster characters, or if you simply opt for a slower move. At +9, you can use most moves without any fear of being beaten out, and so long as your opponent is aware of that fact, you can capitalize on it.
+9 means little against newer players, but a lot against knowledgeable ones.
So basically I'm less likley to get popped in the jaw during my attack but the can still block it(counter with throw), hold low(counter with mid), or side step(counter with a tracking hit)
