You can unlock the command training for every character with the exception of Ein and the VF ones. If you complete the command training of Alpha 152 you should receive the Donovan system voice (very likely because Alpha152 is unable to talk, however in DoA4 you can unlock also her system voice).

Hmm, then I think that you unlock Donovan's system voice after to have unlocked all the other ones (or after to have completed all the command trainings). Do you remember if Ein was your last character in the completion?
However I assure you that just with Ein's command training you can'tt unlock anything in DoA5U.

No, I've only unlocked Kasumi's, Ayane's, Alpha's (forgot about that) and Ein's on xbox.
