Phase 4 in terms of playstyle will be similar because she's offensive, but in terms of speeds, tools, juggles, launchers, whiff punishers, & defensive tools, no. The things that they have in common are that they both have a 9f jab, launch throws & expert launch holds.

The difference between the 2 are that Phase 4 on paper has frame data even worse than Kasumi's & Alpha's combined. She even has less low variety opposed to Kasumi. The only good low of Kasumi's that she got was 1K, that causes a trip stun. I have to look at her frame data again to give you the exact frames of her jabs, but stand alone, She's 9/12/12

Kasumi is 9/11/12. So she is not faster than Kasumi, barely faster than Momiji (10/12/12). She will probably have similar speeds with other pokes, but this info right here alone tells that she is not like Kasumi like ppl are leading on.

Plus, by the looks of things, in order to get your damage, you're going to be forced to teleport into different strings. Phase's 4P also gives a turn-around stun while Kasumi's doesn't. She has "some" of Kasumi's moves but she also has some Momiji & Busa. Saying that she's 90% of what Kasumi is right now is absolutely silly, which is why I'm laughing at ppl who really thinks so. lol

She also doesn't have any parries from what I read.

See, my main is momiji, and I wished I was good at Kasumi, but I'm not so much lol. That's why when you you mentioned Momiji in particular as well as Kasumi when talking about Phase 4 I was interested to learn more. Thanks for the breakdown !
