Well, Jann Lee's combo strings ends mostly with a High kick or Low kick, so block the string and throw punish.
Personally I hold them and counter attack with a juggle, and keeping the pressure on by attacking for a force tech.
A lot of Jann Lee's don't know what they are doing. A good one knows how to excel with him instead of looking predictable like Ryujin for example. Most don't even play Jann Lee right.
I'll say this though you do not want to be in his dragon gunner range and you have think carefully when getting in on him or you will get 66K'd. That is of course assuming the player even knows what they are doing.
It just so happens that a friend of mine plays a good Jann Lee and a decent rig. If we play some lobby matches later today, I'll shoot you an invite. We can help you with both matchups.

for Rig I just suggest blocking a lot... he has decent lows. nothing that can really completely knock you out of your gaurd. I usually just wait for them to get sloppy and low hit. or just counter mid kick a lot.
and for jan.... basically watch out for the leg grab. 98% of jan lee players go for it. jut duck, then grab. it's a free high C grab tbh. and I'd also suggest countering mid kick a lot with him mainly because of that sit down kick every jab spams
