From what we've seen, Honoka looks more like a threat than Raidou. So I'd say Honoka is better. Unless you mean visually, in which case... Honoka is still better. =P

Raidou was mid-tier in Dimensions so he should manage fairly well in LR. Who knows how good/bad Honoka will be. None of the vids had her finished moveset.
