There would be no point in licensing the VF characters for good money if they could just replicate them without getting into legal trouble.

Yes, I agree and I don't think that they can replicate them.
I believe that it's just this the reason because they choose just these 4 ones: not only are the most iconic veteran of VF, but their styles have all some similarities (some more, some less) with DoA characters in DoA5, I suppose just for reducing the missing effect of the VF characters in DoA6.
