The full release for LR on PS3 did get delayed. The update for Ultimate did not.

Yes, the full PS3 release (which is digital-only) got delayed, but the free upgrade patch for Ultimate is still on track for the 17th. I don't know when you'll be able to get the new characters.
I would assume the paid DLC pack with the characters and new costumes will drop alongside the game on the 24th, but don't quote me on that.
