I think so, seems to me stange to release a season pass without giving at least 1 outfit to all the roster (safe the usual exception as VF guests and Alpha...).
However I've to say that I would love to get only new and legacy outfits from Doa and NG for the shinobi charas in game. Then for the next 6 months I would be glad with TN didn't give anything to them and focusing on other characters.
If TN actually deseigned Ninja costumes for everyone it would be pretty badass and hilarious, you know how everyone is always like "NO MORE NINJAS!" now TNs just "everyone is a ninja!"
